Recent legislation requires websites to obtain explicit consent before leaving behind or reading files (mostly cookies) on your user's computers.
You need to make the use of cookies on your website very obvious to users. Cookie Control does just that, presenting users with clear information on whether cookies are present, linking to your privacy policy (where you should have specific information about what cookies are in use), and advising users on how to adjust browser settings and what cookies mean for them. Review the Information Commissioner's advice (PDF).
The broad legislation was first passed into European law two years ago, essentially forming a series of amendments to federal rules regarding electronic communications and data privacy.
Specifically, there is one section of that directive — Article 5(3) — that applies to the use of data storage by websites. And for the most part, that boils down to cookies.
Member States shall ensure that the storing of information, or the gaining of access to information already stored, in the terminal equipment of a subscriber or user is only allowed on condition that the subscriber or user concerned has given his or her consent, having been provided with clear and comprehensive information… about the purposes of the processing.
Forget the legalese, here’s the bottom line: under the rules, which cover the whole of the European Union, websites must ask visitors for their consent before they can install most cookies.Your Website might NOT be based in the EU but Visitors to your Site MIGHT be !

Please Note: The actual Cookie Code is freely available on the Internet for you to download and install yourself. My Charge is for online time and work done only.
I have implemented the directive on this Website; If this is your first visit to this Website you would have seen a small pop-up on the bottom left corner asking for your consent on cookie usage-your choice will be remembered on consequent visits, so the pop-up will not re-appear on all other pages or new visits to this website
